Both earn Membership Rewards, so the difference is where they earn. The Cobalt rewards food: 5x on eats and drinks, including groceries and restaurants. The Gold rewards travel and broad everyday spending: 2x on travel, gas, groceries, and drugstores, plus a $100 annual travel credit and four lounge visits. If most of your spending is food, the Cobalt earns far more. If you want travel perks and a simpler 2x across more categories, the Gold fits better. Their effective fees are close once the Gold's $100 travel credit is used.

Does the Amex Gold's annual fee really cost $250?

The sticker fee is $250, but the card includes a $100 annual travel credit for travel booked through American Express Travel. If you use it, the effective fee drops to about $150, close to the Cobalt's $155.88. There is also a $50 NEXUS credit, though that applies once per membership period rather than every year, so it is best left out of an annual comparison.
